Delhi EV Policy 2026: Subsidies, Tax Waivers and Major Shift Towards Electric Mobility

The Delhi government has approved the new EV Policy 2026, introducing a range of incentives and phased regulations to accelerate the adoption of electric vehicles while reducing air pollution. The policy is expected to remain in force until March 2030 and focuses on making electric mobility more affordable for consumers and businesses.

Under the policy, electric cars priced up to ₹30 lakh will continue to receive a 100% exemption from road tax and registration fees. Buyers of electric two-wheelers, three-wheelers and light commercial vehicles will also be eligible for purchase incentives, with additional scrappage benefits of up to ₹1 lakh for replacing eligible older internal combustion engine (ICE) vehicles with EVs.

The policy proposes a phased transition to electric mobility. From 1 January 2027, only electric L5 three-wheelers will be eligible for new registrations in Delhi, while new petrol, diesel and CNG two-wheelers are proposed to be phased out from 1 April 2028, allowing only new electric two-wheelers to be registered. Existing ICE vehicles can continue operating as per prevailing regulations.

To support growing EV adoption, the government plans to significantly expand public charging and battery-swapping infrastructure across the city. Vehicle dealers will also be required to provide charging facilities, while commercial fleets, delivery operators and school transport services will gradually increase the share of electric vehicles in their operations.

The policy is aimed at lowering vehicular emissions, which contribute significantly to Delhi’s air pollution, while encouraging investment in charging infrastructure, EV manufacturing and related services. Its success will depend on timely infrastructure development, adequate EV supply, effective implementation and consumer acceptance. If executed as planned, Delhi’s EV Policy 2026 could become one of India’s most ambitious state-level electric mobility initiatives.

ದೆಹಲಿ ಇವಿ ನೀತಿ 2026: ಸಬ್ಸಿಡಿ, ತೆರಿಗೆ ವಿನಾಯಿತಿ ಮತ್ತು ವಿದ್ಯುತ್ ವಾಹನಗಳತ್ತ ಮಹತ್ವದ ಹೆಜ್ಜೆ

ದೆಹಲಿ ಸರ್ಕಾರವು ಹೊಸ ಇವಿ ನೀತಿ 2026 ಅನ್ನು ಅನುಮೋದಿಸಿದ್ದು, ವಿದ್ಯುತ್ ವಾಹನಗಳ (EV) ಬಳಕೆಯನ್ನು ವೇಗಗೊಳಿಸುವ ಹಾಗೂ ವಾಯು ಮಾಲಿನ್ಯವನ್ನು ಕಡಿಮೆ ಮಾಡುವ ಉದ್ದೇಶದಿಂದ ಹಲವು ಪ್ರೋತ್ಸಾಹಕ ಯೋಜನೆಗಳು ಮತ್ತು ಹಂತ ಹಂತದ ನಿಯಮಗಳನ್ನು ಪರಿಚಯಿಸಿದೆ. ಈ ನೀತಿ ಮಾರ್ಚ್ 2030 ರವರೆಗೆ ಜಾರಿಯಲ್ಲಿರುವ ನಿರೀಕ್ಷೆಯಿದ್ದು, ಗ್ರಾಹಕರು ಮತ್ತು ಉದ್ಯಮಗಳಿಗೆ ವಿದ್ಯುತ್ ವಾಹನಗಳನ್ನು ಹೆಚ್ಚು ಕೈಗೆಟುಕುವಂತೆ ಮಾಡುವ ಗುರಿಯನ್ನು ಹೊಂದಿದೆ.

ಈ ನೀತಿಯಡಿ ₹30 ಲಕ್ಷದವರೆಗೆ ಬೆಲೆಯಿರುವ ಎಲೆಕ್ಟ್ರಿಕ್ ಕಾರುಗಳಿಗೆ ರಸ್ತೆ ತೆರಿಗೆ ಮತ್ತು ನೋಂದಣಿ ಶುಲ್ಕದ ಮೇಲೆ 100% ವಿನಾಯಿತಿ ಮುಂದುವರಿಯಲಿದೆ. ಎಲೆಕ್ಟ್ರಿಕ್ ದ್ವಿಚಕ್ರ ವಾಹನಗಳು, ತ್ರಿಚಕ್ರ ವಾಹನಗಳು ಮತ್ತು ಲಘು ವಾಣಿಜ್ಯ ವಾಹನಗಳ ಖರೀದಿದಾರರು ಖರೀದಿ ಸಬ್ಸಿಡಿಗೂ ಅರ್ಹರಾಗಲಿದ್ದು, ಹಳೆಯ ಆಂತರಿಕ ದಹನ ಎಂಜಿನ್ (ICE) ವಾಹನಗಳನ್ನು ಸ್ಕ್ರ್ಯಾಪ್ ಮಾಡಿ ಹೊಸ ಇವಿಗಳನ್ನು ಖರೀದಿಸುವವರಿಗೆ ₹1 ಲಕ್ಷದವರೆಗೆ ಸ್ಕ್ರ್ಯಾಪೇಜ್ ಪ್ರೋತ್ಸಾಹಧನ ದೊರೆಯಲಿದೆ.

ನೀತಿ ಹಂತ ಹಂತವಾಗಿ ವಿದ್ಯುತ್ ವಾಹನಗಳತ್ತ ಪರಿವರ್ತನೆಗೊಳ್ಳುವ ಗುರಿಯನ್ನು ಹೊಂದಿದೆ. 2027ರ ಜನವರಿ 1ರಿಂದ ದೆಹಲಿಯಲ್ಲಿ ಹೊಸ L5 ತ್ರಿಚಕ್ರ ವಾಹನಗಳಾಗಿ ಎಲೆಕ್ಟ್ರಿಕ್ ವಾಹನಗಳಿಗೆ ಮಾತ್ರ ನೋಂದಣಿ ನೀಡಲಾಗುತ್ತದೆ. ಹಾಗೆಯೇ 2028ರ ಏಪ್ರಿಲ್ 1ರಿಂದ ಹೊಸ ಪೆಟ್ರೋಲ್, ಡೀಸೆಲ್ ಮತ್ತು ಸಿಎನ್‌ಜಿ ದ್ವಿಚಕ್ರ ವಾಹನಗಳ ನೋಂದಣಿಯನ್ನು ಹಂತ ಹಂತವಾಗಿ ಸ್ಥಗಿತಗೊಳಿಸಿ, ಹೊಸ ಎಲೆಕ್ಟ್ರಿಕ್ ದ್ವಿಚಕ್ರ ವಾಹನಗಳಿಗೆ ಮಾತ್ರ ನೋಂದಣಿ ನೀಡುವ ಪ್ರಸ್ತಾವವಿದೆ. ಈಗಾಗಲೇ ನೋಂದಾಯಿತಿರುವ ಐಸಿಇ ವಾಹನಗಳು ಪ್ರಸ್ತುತ ನಿಯಮಗಳ ಪ್ರಕಾರ ಸಂಚರಿಸಬಹುದು.

ವಿದ್ಯುತ್ ವಾಹನಗಳ ಬಳಕೆ ಹೆಚ್ಚಿಸಲು ನಗರಾದ್ಯಂತ ಸಾರ್ವಜನಿಕ ಚಾರ್ಜಿಂಗ್ ಹಾಗೂ ಬ್ಯಾಟರಿ ಸ್ವಾಪಿಂಗ್ ಮೂಲಸೌಕರ್ಯವನ್ನು ಗಣನೀಯವಾಗಿ ವಿಸ್ತರಿಸುವ ಯೋಜನೆ ರೂಪಿಸಲಾಗಿದೆ. ವಾಹನ ಡೀಲರ್‌ಗಳು ಚಾರ್ಜಿಂಗ್ ಸೌಲಭ್ಯ ಒದಗಿಸುವುದು ಕಡ್ಡಾಯವಾಗಲಿದ್ದು, ವಾಣಿಜ್ಯ ವಾಹನಗಳ ಫ್ಲೀಟ್‌ಗಳು, ಡೆಲಿವರಿ ಸೇವೆಗಳು ಹಾಗೂ ಶಾಲಾ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆಗಳು ಕ್ರಮೇಣ ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಎಲೆಕ್ಟ್ರಿಕ್ ವಾಹನಗಳನ್ನು ಅಳವಡಿಸಿಕೊಳ್ಳಬೇಕಾಗುತ್ತದೆ.

ಈ ನೀತಿಯ ಮುಖ್ಯ ಉದ್ದೇಶ ದೆಹಲಿಯ ವಾಯು ಮಾಲಿನ್ಯಕ್ಕೆ ಪ್ರಮುಖ ಕಾರಣವಾಗಿರುವ ವಾಹನಗಳಿಂದ ಹೊರಬರುವ ಉತ್ಸರ್ಜನೆಯನ್ನು ಕಡಿಮೆ ಮಾಡುವುದರ ಜೊತೆಗೆ, ಚಾರ್ಜಿಂಗ್ ಮೂಲಸೌಕರ್ಯ, ಇವಿ ಉತ್ಪಾದನೆ ಹಾಗೂ ಸಂಬಂಧಿತ ಕೈಗಾರಿಕೆಗಳಲ್ಲಿ ಹೂಡಿಕೆಯನ್ನು ಉತ್ತೇಜಿಸುವುದಾಗಿದೆ. ಇದರ ಯಶಸ್ಸು ಮೂಲಸೌಕರ್ಯದ ಸಮಯೋಚಿತ ಅಭಿವೃದ್ಧಿ, ಸಾಕಷ್ಟು ಇವಿ ಪೂರೈಕೆ, ಪರಿಣಾಮಕಾರಿ ಅನುಷ್ಠಾನ ಹಾಗೂ ಗ್ರಾಹಕರ ಸ್ವೀಕಾರದ ಮೇಲೆ ಅವಲಂಬಿತವಾಗಿರುತ್ತದೆ. ಯೋಜನೆಯಂತೆ ಜಾರಿಯಾದರೆ, ದೆಹಲಿಯ ಇವಿ ನೀತಿ 2026 ಭಾರತದಲ್ಲಿನ ಅತ್ಯಂತ ಮಹತ್ವಾಕಾಂಕ್ಷೆಯ ರಾಜ್ಯಮಟ್ಟದ ವಿದ್ಯುತ್ ವಾಹನ ನೀತಿಗಳಲ್ಲೊಂದಾಗಬಹುದು.
