Karnataka Hikes PUC Testing Fees: New Rates Effective from August 15

The Karnataka government has revised the fees charged for vehicle emission testing and the issuance of Pollution Under Control (PUC) certificates. The new rates came into effect on August 15, 2026, and apply to authorised computerised pollution-testing centres across the state.

Under the revised structure, the PUC testing fee for two-wheelers has increased from ₹65 to ₹80. Auto-rickshaw owners will now pay ₹80 instead of ₹75.

The fee for petrol, LPG and CNG cars has risen from ₹115 to ₹150. Diesel vehicle owners will face the highest charge, with the testing fee increasing from ₹160 to ₹200.

The government approved the revision following a proposal from the Transport Commissioner and Commissioner for Road Safety. Emission-testing centre operators had requested an increase because of higher expenses related to rent, electricity, fuel, equipment maintenance, internet connectivity, printer supplies and employee salaries.

Only authorised computerised testing centres are permitted to collect the revised fees. Centres must employ qualified personnel and ensure that emission-testing equipment is recalibrated periodically. The date and time of the latest calibration must also be displayed prominently at the centre.

Handwritten alterations or additional entries on PUC certificates are not permitted. A certificate can be issued only when the vehicle’s emissions remain within the limits prescribed under the Central Motor Vehicles Rules.

PUC certificates are generally valid for six months. Vehicles complying with BS-IV and BS-VI emission standards may be eligible for one-year validity, depending on the applicable vehicle category and regulations.

Vehicle owners should check the expiry date printed on their certificate and complete the emission test before it expires.

ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ವಾಹನಗಳ ಮಾಲಿನ್ಯ ಪರೀಕ್ಷೆ ಮತ್ತು ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಪ್ರಮಾಣಪತ್ರ (PUC) ವಿತರಿಸಲು ವಿಧಿಸಲಾಗುವ ಶುಲ್ಕವನ್ನು ಪರಿಷ್ಕರಿಸಿದೆ. ಹೊಸ ದರಗಳು 2026ರ ಆಗಸ್ಟ್ 15ರಿಂದ ಜಾರಿಗೆ ಬಂದಿದ್ದು, ರಾಜ್ಯದ ಅಧಿಕೃತ ಕಂಪ್ಯೂಟರೀಕೃತ ಮಾಲಿನ್ಯ ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳಿಗೆ ಅನ್ವಯಿಸುತ್ತವೆ.

ಪರಿಷ್ಕೃತ ದರದ ಪ್ರಕಾರ, ದ್ವಿಚಕ್ರ ವಾಹನಗಳ ಪಿಯುಸಿ ಪರೀಕ್ಷಾ ಶುಲ್ಕವನ್ನು ₹65ರಿಂದ ₹80ಕ್ಕೆ ಹೆಚ್ಚಿಸಲಾಗಿದೆ. ಆಟೋ ರಿಕ್ಷಾಗಳ ಪರೀಕ್ಷಾ ಶುಲ್ಕವು ₹75ರಿಂದ ₹80ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ.

ಪೆಟ್ರೋಲ್, ಎಲ್‌ಪಿಜಿ ಮತ್ತು ಸಿಎನ್‌ಜಿ ಕಾರುಗಳ ಪರೀಕ್ಷಾ ಶುಲ್ಕವನ್ನು ₹115ರಿಂದ ₹150ಕ್ಕೆ ಹೆಚ್ಚಿಸಲಾಗಿದೆ. ಡೀಸೆಲ್ ವಾಹನಗಳಿಗೆ ಅತ್ಯಧಿಕ ಶುಲ್ಕ ನಿಗದಿಪಡಿಸಲಾಗಿದ್ದು, ಪರೀಕ್ಷಾ ಶುಲ್ಕವು ₹160ರಿಂದ ₹200ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ.

ಸಾರಿಗೆ ಆಯುಕ್ತರು ಮತ್ತು ರಸ್ತೆ ಸುರಕ್ಷತಾ ಆಯುಕ್ತರು ಸಲ್ಲಿಸಿದ ಪ್ರಸ್ತಾವನೆಯ ನಂತರ ಸರ್ಕಾರವು ಶುಲ್ಕ ಪರಿಷ್ಕರಣೆಗೆ ಅನುಮೋದನೆ ನೀಡಿದೆ. ಬಾಡಿಗೆ, ವಿದ್ಯುತ್, ಇಂಧನ, ಉಪಕರಣಗಳ ನಿರ್ವಹಣೆ, ಇಂಟರ್‌ನೆಟ್ ಸಂಪರ್ಕ, ಪ್ರಿಂಟರ್ ಸಾಮಗ್ರಿಗಳು ಮತ್ತು ಉದ್ಯೋಗಿಗಳ ವೇತನದ ವೆಚ್ಚ ಹೆಚ್ಚಾಗಿರುವುದರಿಂದ ಶುಲ್ಕ ಹೆಚ್ಚಿಸುವಂತೆ ಮಾಲಿನ್ಯ ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳ ನಿರ್ವಾಹಕರು ಮನವಿ ಮಾಡಿದ್ದರು.

ಅಧಿಕೃತ ಕಂಪ್ಯೂಟರೀಕೃತ ಮಾಲಿನ್ಯ ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳು ಮಾತ್ರ ಪರಿಷ್ಕೃತ ಶುಲ್ಕವನ್ನು ಸಂಗ್ರಹಿಸಬಹುದು. ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳು ಅರ್ಹ ಸಿಬ್ಬಂದಿಯನ್ನು ನೇಮಿಸಬೇಕು ಮತ್ತು ಮಾಲಿನ್ಯ ಪರೀಕ್ಷಾ ಉಪಕರಣಗಳನ್ನು ನಿಯಮಿತವಾಗಿ ಮರುಮಾಪನ ಮಾಡಿಸಬೇಕು. ಇತ್ತೀಚಿನ ಮರುಮಾಪನದ ದಿನಾಂಕ ಮತ್ತು ಸಮಯವನ್ನು ಕೇಂದ್ರದಲ್ಲಿ ಸ್ಪಷ್ಟವಾಗಿ ಪ್ರದರ್ಶಿಸುವುದು ಕಡ್ಡಾಯವಾಗಿದೆ.

ಪಿಯುಸಿ ಪ್ರಮಾಣಪತ್ರದಲ್ಲಿ ಕೈಬರಹದ ತಿದ್ದುಪಡಿ ಅಥವಾ ಹೆಚ್ಚುವರಿ ನಮೂದುಗಳನ್ನು ಮಾಡುವಂತಿಲ್ಲ. ಕೇಂದ್ರ ಮೋಟಾರು ವಾಹನ ನಿಯಮಗಳಡಿ ನಿಗದಿಪಡಿಸಿರುವ ಮಿತಿಯೊಳಗೆ ವಾಹನದ ಮಾಲಿನ್ಯ ಹೊರಸೂಸುವಿಕೆ ಇದ್ದರೆ ಮಾತ್ರ ಪ್ರಮಾಣಪತ್ರ ನೀಡಬಹುದು.

ಪಿಯುಸಿ ಪ್ರಮಾಣಪತ್ರವು ಸಾಮಾನ್ಯವಾಗಿ ಆರು ತಿಂಗಳವರೆಗೆ ಮಾನ್ಯವಾಗಿರುತ್ತದೆ. ವಾಹನದ ವರ್ಗ ಮತ್ತು ಅನ್ವಯವಾಗುವ ನಿಯಮಗಳಿಗೆ ಅನುಗುಣವಾಗಿ ಬಿಎಸ್-IV ಮತ್ತು ಬಿಎಸ್-VI ಮಾಲಿನ್ಯ ಮಾನದಂಡಗಳನ್ನು ಪಾಲಿಸುವ ವಾಹನಗಳು ಒಂದು ವರ್ಷದ ಮಾನ್ಯತೆಗೆ ಅರ್ಹವಾಗಬಹುದು.

ವಾಹನ ಮಾಲೀಕರು ತಮ್ಮ ಪಿಯುಸಿ ಪ್ರಮಾಣಪತ್ರದಲ್ಲಿ ನಮೂದಿಸಿರುವ ಅವಧಿ ಮುಕ್ತಾಯದ ದಿನಾಂಕವನ್ನು ಪರಿಶೀಲಿಸಿ, ಅವಧಿ ಮುಗಿಯುವ ಮೊದಲು ಮಾಲಿನ್ಯ ಪರೀಕ್ಷೆಯನ್ನು ಪೂರ್ಣಗೊಳಿಸಬೇಕು.
